Responsibilities of Office of Facilities Planning and Contruction

  1. The Office of Facilities Planning and Construction (OFPC) is responsible for asbestos abatement which is part of major building renovation projects which will involve the use of outside contractors, subcontractors, and asbestos specialty contractors.
  2. In order to verify the need for abatement, OFPC will contact the Asbestos Compliance Program for an inspection of suspected ACM in buildings.
  3. Preceding the start of renovation work, OFPC will coordinate with the Consultant in reviewing prepared plans and specifications for the appropriate type of asbestos control method to be employed.
  4. OFPC will accept bids and award a contract to a certified abatement contractor for each abatement project.
  5. OFPC will contract with a certified asbestos consultant to provide compliance monitoring of the abatement, from official notification through final completion inspection to ensure strict adherence to the regulations.
  6. OFPC will coordinate its projects with University occupant/user departments.
  7. OFPC will procure records of performance bonds, evidence of WCI coverage, contractor employee medical and training records as well as other pertinent information. This information will be reviewed by the Consultant and the third party consultant for compliance and permanently maintained in the project file.
  8. Upon discovery of any suspect ACM during renovation, OFPC will stop the work of the general contractor in the area of the suspect ACM immediately and, if confirmed as ACM, secure a work order from Planning and Scheduling for emergency abatement and sampling.
  9. Should a determination be made by the Consultant that no emergency exists, the contractor's work will stop, the material will be temporarily protected, and the ten day notice of abatement will be issued to the appropriate authorities. On completion of abatement by University personnel, the general contractor's work in that area will continue.
