Evaluation of Managed Care Pilots

The Texas Health and Human Services Commission is sponsoring three pilot projects in Austin, Brownwood, and Riceland, Texas, to develop wraparound models of services using pooled funding for children and their families as an alternative to residential treatment. The focus of the research project is to develop an evaluation plan that will assist in answering questions about the cost effectiveness and efficiency of the pilot projects, as well as questions about the outcome of services.
The Texas Department of Protective and Regulatory Services is planning to release an RFP to providers of residential services to develop and offer a complete continuum of services for children needing out-of-home care in one of the department's geographic regions, using a managed care framework for the delivery of services. Crucial to their evaluation of this pilot project are questions regarding the effectiveness of the innovative service delivery model compared to traditional models of providing these services.
Since the purposes and methods of the two studies are essentially the same, the two organizations jointly funded this project.
