Introduction and reports

Chair Tracy Saenger, formerly Pomerinke, welcomed all members and introduced officers. Note that Apsa membership forms are available at www.utexas.edu/staff/apsa.

Treasurer Shannon Barrington reported that there is $3,147.49 in our UFCU acct, and an additional $890 in the student organization bank which will transfer to the UFCU acct.

Tracy reviewed the Apsa meeting schedule through Jan 2008, and introduced the guest speaker.

Mr Andrew Solomon, featured speaker

Solomon ran last April on a platform of ideas gathered directly from students through a West Mall presence which took input during the entire first week of the campaign.

Plaform

  • Tax-free textbooks. Met often with state legislators this past spring; measure passed the House but not the Senate. Will continue to push this legislation, and an overall decrease in textbook prices.
  • Student insurance program. Wants it better promoted to students.
  • Flat rate tuition for grad students.

Student representation this semester.
To help interview and choose a nonvoting student to serve on Board of Regents, a nonvoting student for the Texas Higher Education Coordinating Board, and nonvoting students for four THECB advisory committees.

Student services for summer students.
Many students not enrolled for summer stay in Austin; how can we provide services for them -- especially emergency services?

Senate of College Councils.
To work with Council to improve partnership.

Big 12 student govt conference.
To be held at UT this year, during first weekend of Nov.

One Foundation event in late Oct.
Group working to end poverty.

Tuition policy advisory committee.
Sets tuition rate every 2 years. (This is a tuition-setting year.)

Student voice to president.

No fall ceremony for graduating graduate school students.
The grad student assembly is taking on this issue, a serious one for students. A push for individual colleges to host ceremonies. So far, some colleges have said they can't offer the ceremony.

Audience questions.

Many audience members expressed concern for lack of graduation ceremonies for grad students this fall. Mr Solomon says its's a difficult issue; colleges are not finding answers.

What is the second biggest issue for students, besides parking? Mr Solomon says it's tuition, and understands the concern. UT needs money to maintain excellence; concern for students who cannot afford; difficult issue.

How do you fit in time for studying? Mr Solomon has learned a lot about time management and staff management this year.

This is the first Tuesday of the month (normal officer mtg time), and while Darcy Barrick has canceled the mtg, she is willing to meet with officers if needed. Our general April mtg is the 17th.

Action items

  • Deadline for the Apsa Scholarship and the Texas Star Award is today, 20 Mar 2007. Applications for the scholarship and award were available at the mtg. Both are also on the Apsa web site and could be downloaded, filled out and then emailed, faxed or walked over to Jennifer Padden to meet the deadline.
  • Darcy Barrick wanted to let everybody know that there was a monetary award for the Texas Star Award and this money was donated by University Federal Credit Union.
  • Apsa officer Officer Board elections will be 8 May 2007. A list of officers, their duties and responsibilities and contact information was made available for those interested in more information. Darcy reminded us that the vice chair is also the president elect for the next board so the office of chair has been filled.

Dr Douglas Garrard, featured speaker

Dr Douglas Garrard is the assoc dir of the Division of Housing and Food Service. Also visiting with us was asst dir Gloria Allen. Dr Garrard talked about trends in housing and food, and the needs of students.

Working with Students: Trends and Needs

  • Housing trends
    1. As of spring 2007, there are 7300 students in campus housing. This number does not include family housing. The number of students in campus housing has been constant (at 5300) since 1973. Now Housing and Food Service is trying to see the trends and meet the needs of UT Austin's students. Fifty-six percent of students say the number one advantage about living on campus is convenience. Students who live in student housing are more involved in student activity, have more academic support and get a higher gpa. They are also more involved in campus activity and are generally more satisfied with their university experience.
    2. As of right now, the break up of students in student housing is 60 percent freshman and 40 percent upper class.
  • Student needs
    1. Division of Housing and Food Service uses the student service approach and the student development approach in determining how to get the best in-classroom and out-of-classroom experience for students. There is a renewed student interest about living in student housing and getting these types of experiences.
    2. Living on campus helps expand the student's cognitive complexity, humanitarianism, civil engagement and interpersonal confidence. The multiple academic community centers around UT Austin are places where students can either communicate personally or by technology.
    3. There is also coed living. This allows students to learn how to deal with the opposite sex away from the dating environment. The Division of Housing and Food Service periodically asks students what amenities students want and for what they are willing to pay. Other amenities students get while living on campus are chef prepared foods, areas set aside for wireless technology use, dorm furniture, help with roommate conflicts and relationship issues and help with health and mental health issues.
  • Future needs
    1. The UT master plan shows 9000 beds. Housing and Food Service is looking into providing furniture that allow multiple uses, provide better safety and security, address the need for privacy and the students need to feel at home. Student's need to feel accepted for who they are in their living environment. UT Austin also needs to evaluate the need for future beds, the need for more access and the need for married student and head of household housing.

    • Being evaluated and will be distributed within two weeks.
    • This will be put on the Apsa website.

  2. SSPDD 2008 suggestions
    • Have a budget early so decisions can be made in a timely manner.
    • Make arrangements to use Apsa money early in case UFCU cannot sponsor the SSPDD Conference.
    • Have a structured reception.
    • Not have so many selections per session.

    • Deadline is the 20 Mar mtg.

  2. Sessions: There are now 5 sessions per time slot.
    • We went over each session and their time slot and made corrections for the Apsa website.
    • Requested each sessions bring 50 handouts per session. Any leftovers can go to the registration table for distribution.
    • Officers will be monitors for presentations. We will ask the conference committee members to be monitors for sessions not covered by the officers.
    • We talked about putting session information on the Apsa website for those not able to go.

    • We looked over the website registration form on the web. All agreed that it looked good.

    1. Dr Gregory Vincent is the tentative keynote speaker for the conference. His title is Vice President for Diversity and Community and Engagement.
    2. The theme for the conference is 'We the People: A Celebration of Culture and Community.'

  • Call for committee members for the Sponsorship committee, Scholarship committee, Outstanding Service Award and SSPDD Conference.
  • Rachel Zierzow is leaving for Northern California to be a vegetarian chef. We will all miss her. Apsa will need another Web Presence. Is anyone interested?
  • A brochure has been given out and has the monthly mtg dates, location and presenter. Dr William Powers has been tentatively scheduled for Jan 16, 2007.
  • We've included another service project so there's one in the fall (Orange Santa Holiday Potluck 14 Nov 2006) and one in the spring (Adult Protective Services/Spring Cleaning 17 Apr 2007).
  • Our first networking happy hour is 21 Sep 2006 from 5 to 7pm at Serrano's, 1111 Red River.

Introduction of speaker by Dr Juan Gonzalez. It says something that our first mtg is in the Glenn Maloney Room since Maloney himself spent years advising students.

We work at the University of Texas at Austin, to touch students' lives and help them reach their dreams. We want to make UT a wonderful learning environment.

Because of this desire, what kind of person would follow Teresa Brett? Dr Soncia Lilly will be addressing difficult issues. 'She's not afraid of the elephant in the room.'

Dr Soncia Lilly

Dr Lilly was asked to talk about who she is, where she came from and her first introduction to student affairs. Soncia Reagins-Lilly was born in Southern California; her father is from East Texas and her mother is from Taylor. Soncia has been shaped by her mother's experiences, going to Huston-Tillotson University, working at the Commons and joining a sorority. In the 1950s Soncia's mother could not attend the University of Texas.

It made her mother very proud when Soncia was employed at UT Austin and was doing things that could not be done back in the 50s.

This shows how far we have come. When Soncia went to college, she also joined the same sorority her mother had belonged to and this started her role in student affairs. Soncia has been in student affairs for 20 years and has found this to be her passion.

  • Challenges | The major challenge we have is taking care of ourselves. How do we avoid burnout which is the primary challenge as professionals? We have to take care of ourselves.
  • Motivation | Something to remember is to 'never let a dark cloud follow you.' When you have a problem, draw a circle around it and move away toward the positive.
  • Empathy | Always show empathy toward the students you help and listen attentively to them.
  • Integrity | Know you have not compromised on your integrity. Learn to recognize the expertise in others. Soncia wants to be a role model.
  • A question: Why did you want to move to Texas? | California had Proposition 209 and Texas had Hopwood; Soncia saw that UT was able to continue the momentum of minority admissions in the decade after Hopwood and wanted to be a part of that success. She also has family in Texas. She wants to work at UT Austin since we have one of the best student affairs divisions in the United States. She wanted to become an expert in this field and UT Austin was the place to get that experience. Austin, Texas was also good for her children's education. The timing was perfect for the move.

Outgoing and incoming officers

Chair. Rachel gave Blake a CD with files from the Apsa board (2002-2003, 2003-2004) and SSPDD conferences (2002, 2003). Rachel and Blake will both attend summer mtgs during the transition. Blake will be 'in charge' of the mtgs, since the new board members are already attending.

Treasurer. Cleopatra is putting together a comprehensive treasurer's manual that she'll pass along to Kate. She also has archives from her 2 years as treasurer in binders that she'll be giving to Kate.

Kate and Cleopatra are going to meet next week in SSB to go through the UT banking process and will get Kate authorized to use the bank.

Cleopatra, Kate and Blake will go to the post office to inquire about getting mailbox keys.

Rachel gave her key to Cleopatra and Barbara is keeping her key for SSPDD duties.

Public Relations. Jeff and Marla met. (???)

Historian. Rachel and Linda discussed Apsa website.

Jeff Van Slyke, UTPD chief | featured speaker

Chief Van Slyke is a native New Yorker who attended Auburn on a track scholarship. He did not plan on going into law enforcement but a leg injury during school put him on that path. He has served on many college campuses and is currently a doctoral student in UT's Higher Education Administration program.

UTPD facts

  • Currently funded for 66 full time officers. All are sworn and licensed peace officers.
  • The UT System maintains and operates its own police academy that is consistently ranked among the top 10 police academies in Texas.
  • Statistics show that most crime on campus is theft of personal property.

  • Jeff will check with Daily Texan on having mtgs announced in their Around Campus feature.

January Meeting Plan. All is set with International Office. Jerry Wilcox is the speaker and will talk about the effects of 9/11 on students. Bev will introduce and Carrie will call Texas French Bread about lunch. Chipotle will be the lunch back-up.

March Meeting. We need a speaker still.

SSPDD Update. Banner and tablecloth are ordered and we are waiting to hear back from the plaque people. Totebags are also ordered. Officers decided that gift certificates for speakers are a good idea, also maybe pad folios and pens. See also minutes from Dec. 20 SSPDD mtg.

Introduction and reports

The mtg started at 1205p, with an introduction/welcome Michelle Monk. Beverly reminded the group about Kudos, Notes to Dr Vick and Suggestions to Apsa and Cleopatra mentioned we had 8 new members and for those members to pick up dues receipts from her. Stephanie told the group about the University Federal Credit Union contribution of $8000 and noted that SSPDD Call for Proposals was out. Carrie reported on the conflicting ACA Holiday Party dates and that we were looking to reschedule for December 11.

UTPD Officer Halstead, featured speaker

Officer Halstead started off with discussing opportunity thefts. He said that at any one time, 30% of the population will steal without any thought to it. Another 30% would steal if they do get caught. So 60% of the population would steal your stuff at any one time.

Ladies: Where is your purse? Most women have the same habitual places they store their purses and thieves know this. For example, Reginald Sutton, a repeat offender, goes through high traffic areas like SSB and the Business School looking for these opportunity thefts.

Some tips about theft:

  • Don't carry your Social Security Card
  • Remove your signature from the back of credit cards (put 'See ID' instead)
  • Tear up your mail (credit card offers especially)
  • Lock up your offices and personal belongings
  • Put your TX DL number on cards and personal things so police can get them back to you
  • Put your SSN on laptops in view, so police can track you down
  • Put your name in books inside along the spine, not on the first page

Alcohol is the number one sexual assault drug. One in three college women will be sexually assaulted. When defending yourself, compliance is an option. Or you can fight back:

  1. Vocalize!
  2. Grab index finger and middle finger with inside hand
  3. Grab other two fingers with your other hand- this is pain compliance

Other tips:

  • Hit in the throat (not the crotch- guys will protect this first), also hit the shin or foot
  • Jogging with headphones can be dangerous, as you cannot hear
  • Cell phone is the best crime prevention tool (donate your old cell phones to victim's organizations

Questions for Officer Halstead

  1. Surewalk? Surewalk has student volunteers that walk in pairs to help others get on and off campus. There is also a UTPD Escort Service, if officers are available. There are also police call boxes around campus, all of which are for police help.
  2. Student Shuttle Service hours? The shuttles run from dusk until 2-3am. The E-bus runs back and forth between downtown on Thursday, Friday and Saturday nights.
  3. My insurance card has my SSN on it. What can I do? Most insurance companies can assign you a new number.
  4. Who is responsible for Harris Park and other overgrown areas? Austin Parks and Recreation controls this. You should call and complain so that it can be cleaned up. Thieves live there and a lot of smoking and lewd activity goes on there as well.
  5. Ras course? Rad is offered through UT HR. With supervisor approval, you can take it during the day. There is also an advanced class now being offered.
  6. Traffic Enforcement? UTPD is stepping up enforcement. Get plate numbers of reckless drivers and call them in.
  7. What is the UTPD area of control? The UTPD area is four blocks west of Guadalupe to four blocks east of the highway, while 15th and 30th streets are the north and south boundaries. 26th St is considered a city street.
  8. Is a bike considered a car or a pedestrian? When riding a bike, it is a motor vehicle. When walking a bike, it is a pedestrian.

Mary Mercatoris, featured speaker

Glen Baumgart introduced Mary Mercatoris from the Dean of Students Office who led the group in a personality exercise. Based on the results of this exercise, the membership broke up into smaller groups and worked on an assigned task. Mary Mercatoris and Glen Baumgart then led a discussion on the similarities and differences in approach and work style of the various personality groups.

  • Historian Ge Chen announced that the Professional Development Committee will be mtg after Thanksgiving and invited the members to join and assist this committee.

Featured speakers | Ann Permann introduced the featured speakers of the day: Char Dison, assistant dean of Graduate Studies; Dr David Drum, director of the Counseling and Mental Health Center and associate vice president of Student Affairs; and Ted Pfeifer, registar.

Char Dison, featured speaker

Char Dison was called on to speak first regarding her career path and leadership style at the University. Ms Dison received a Bachelor of Arts degree in Sociology from the University of California at Berkeley and worked in social services in California and Texas. After starting a family, Ms Dison returned to the workforce and found a shortage of social services positions in Austin. She then sought employment at UT.

While she didn't have a specific career path in mind when she started at UT, her career path seemed to develop on its own. She attributes her advancement at UT to being in certain places at certain times and falling into positions where she worked for people who served as good role models. These supervisors -- including Student Affairs vice president Dr James Vick and registrar Ted Pfeifer -- were very student-oriented individuals who supported her efforts to further her own career.

Ms Dison founded the Academic Counselors Association and served on its committees which allowed her to increase her leadership skills, develop contacts, and learn a lot about many areas of the UT campus.

She offered several suggestions on pursuing an advancing career path at the University:

  • join and become involved in organizations to gain knowledge, experience, and contacts
  • attend regional conferences to gain knowledge of practices at other universities which may enhance the practices at UT
  • hire people who you can trust, who don't require micromanagement, and who make you look good
  • assess and ask for what you need to develop your career and professional development
  • don't burn bridges

Ms Dison closed with the following statement borrowed from former UT president Dr Robert Berdahl: The older I get, the more my integrity means to me; and once I lose it, I can't get it back.

Dr David Drum, featured speaker

Dr David Drum was introduced and discussed his career path and ideas for success in an academic environment. Holding a PhD. in Psychology, Dr Drum started his career working for several years in a counseling center.

During this time, he gained the experience required in order to pursue a director's position. He pursued opportunities for advancement as they presented themselves, often moving himself and his family across the country. It was his willingness to move to where he recognized opportunity that allowed him to gain the experience and knowledge necessary to pursue some of the most coveted positions in the country. Dr Drum recognized the need to make himself stand out above his peers in order to attain the most highly desireable positions.

He developed a system which includes the following key elements:

  • Develop a future vision. This includes maintaining a growth edge, recognizing future shifts in paradigm, embracing change, and preparing yourself to maximize the opportunities that arise with transition.
  • Make yourself known for cooperation, not competition. Facilitating work processes with your colleagues will generate a wave of support which will carry you in the direction of your own career goals. When you are unable to accomodate the opposing views of colleagues, be prepared to clearly illustrate your dilemma in terms of legitimate claims and concerns. Additionally, it is important to align your interests with those of the broader environment and assist others along the way.
  • Expand and renew your capabilities. Whatever you do, do it well.

It is important to approach your work as an integral part of your career, not just your job, thus preventing yourself from getting bogged down by the less desireable details of your day-to-day responsibilities.

Always consider your work area as a high-performance environment, thus setting the work standard for yourself and your peers.

A high-performance environment draws high-performance employees.

Become known as a problem solver. In this role, it is important to distinguish between those problems which should be resolved and those which should be managed over time.

Ted Pfeifer, featured speaker

The final featured speaker of the day was Ted Pfeifer, registrar.

Mr Pfeifer started his career in 1961 at the University of Nebraska, Lincoln as a systems analyst. He was soon appointed as a systems coordinator and worked closely with the registrar of U of N who became one of the most important mentors in Mr Pfeifer's life by helping him establish goals with respect to his career path. Having decided to remain in an academic setting, Mr Pfeifer applied for and accepted a position as registrar of Loyola University in New Orleans.

Through trial and error in this position, he acquired the experience necessary to eventually obtain the position of registrar at the University of Nebraska where he remained for 28 years. Mr Pfeifer was eventually lured away from there by the University of Texas' reputation for housing the best systems and staff in the country.

Mr Pfeifer offered the following points of advice in pursuing a career in academics:

  • Have a long-range plan. Ask yourself what it is that you like to do and develop a plan for attaining a career in that field.
  • Prepare yourself academically for opportunity. Be well-trained.
  • Find as many good mentors as you can.
  • Do homework on your plan. Don't turn down any opportunity to show someone that you can do a job that advances your career goals.
  • Take risks and be flexible.
  • Be aware of possible changes and embrace them.
  • Surround yourself with experienced staff.
  • Treat your staff like your family in order to recruit and retain high-quality, happy employees. This includes rewarding and compensating your staff for their performance and achievements, being honest with them regarding unsatisfactory performance, and providing them with contacts to further their own success.

Dr Vagdevi Meunier, featured speaker

Erin Waneck introduced the speaker of the month, Dr Vagdevi Meunier from the Counseling and Mental Health Center. Dr Meunier is a staff psychologist who has been with the University for six years.

She addressed both student and staff reaction to the terrorist attacks of 11 Sep 2001. While a majority of Apsa members present reported having dealt directly with students changed in some way by the events of 09/11, very few reported that their deparments had developed any methods of assisting employees in processing those events.

Dr Meunier asked the membership to participate in a group discussion regarding their thoughts, feelings, and reactions to the events of 09/11/01. Dr Meunier provided feedback on the group discussion, describing all issues raised as 'perfectly normal reactions to abnormal events.' Common feelings of vulnerability, fear, and shock result from coping with symptoms of stress on a daily basis. Sudden, unexpected events such as those of 09/11 create a culture of fear. Our bodies often react by going into a constant state of hypervigilance.

Dr Meunier suggested several ways in which to deal with this type of diffuse anxiety:

  • tune into yourself and identify specific ways that anxiety is affecting your life
  • set a slower pace and lower expectations for yourself on a daily basis so that you can find a sense of relief in your work
  • continue talking about national events with coworkers
  • decide how much detail about daily news events you want to know about and limit your media intake accordingly. The more you take in, the more you have to process.

Dr Meunier reported that she has had a surprisingly low number of students come to her office to discuss national events. She attributes this to several factors. A large part of our student population is relatively young and grew up with television and video games portraying scenes similar to those witnessed in the terrorist attacks of 09/11, possibly enabling these students to dissociate from the terrorist attacks.

Dr Meunier sees this as an important strength in this younger group's ability to cope with these events. She believes that many students currently view the terrorism as a political issue and that it will take time for them to make a personal connection with this national crisis.

Those students who have sought assistance from the Counseling and Mental Health Center have mostly reported anxiety regarding their futures and continuing on with the long-term goals of their education. They report a sense of guilt about continuing their daily lives in a normal manner.

There are many student aid efforts across campus, and these are providing a great coping mechanism for students who are feeling the need to assist those whose lives have been more diretctly affected across the country.

Dr Meunier made handouts available on a variety of services offered by the Counseling & Mental Health Center.

Officer reports

Treasurer Ann Permann reported that there is currently $120 in the bank. She reminded members to renew their memberships and submit their membership fees in person or via campus mail. Additionally, she encouraged members to submit Kudos regarding their coworkers.

Historian Ge Chen reminded the membership of the purpose of the Notes to Dr Vick.

Recorder Michelle Broadway reported on the September 12 luncheon with Dr Vick. Conversation at that luncheon included the topics of the campus-wide reaction to the recent terrorism on the US, the flat-rate tuition pilot program to be implemented in the Fall 2002, and the possibility of an Honor's Code being implemented at the University of Texas.

Dr Margarita Arellano, featured speaker

Glen Baumgart introduced the speaker of the month, Dr Margarita Arellano, who was the first Chair of Apsa. Dr Arellano provided comparative information on the University and its development over time. When the University opened, it consisted of 1 building, 8 faculty, 221 students, 40 acres, and 2 departments. The University currently consists of approximately 2,500 faculty; 50,613 students; 14 schools/colleges; 423 acres on the main campus; 144 buildings; 40 million square feet of space; and 15 component systems.

Dr Arellano pointed out that the University's growing student population is not due to incoming freshmen alone. UT is ranked number one in retention and graduation rates reflecting our students' satisfaction with the education and services that they are receiving.

Dr Arellano provided the following information regarding our student population. In the Year 2000, approximately one in three applicants was admitted and enrolled. The average age of our undergraduate students currently is 20.8 years; graduate, 29.9 years; nontraditional, 25 years. We currently have students from all 254 counties in Texas as well as 121 foreign countries. The breakdown by ethnicity of our student population is as follows: 63.8% Caucasian, .5% Native American, 3.4% African American, 14.9% Asian American, 13.4% Hispanic, 3.6% Foreign, .4% Unknown/Unlabeled. Our current incoming class of freshmen is 20% Asian American reflecting the constant change in the ethnic diversity at UT.

Dr Arellano spoke of our role as educators. While many of us in student affairs don't do our jobs in a classroom, we are directly supporting the mission of education outside of the classroom. A student's education at UT includes not only their academics, but also what they have learned through their experiences with the student affairs staff at the University. Membership in Apsa provides us with an avenue for pursuing change and staff development. It is important for student affairs staff to take charge of their futures and find time to participate in organizations such as Apsa.

Glen Baumgart asked the membership to visit with the various committee representatives to brainstorm on the various ways that the committees of Apsa can serve the organization. At 1255p the committee representatives shared the ideas generated in the discussion groups and submitted the following:

The mtg was called to order by Scott Coyler, Public Relations, who distributed the new Apsa brochures and discussed the current membership drive.

Apsa annual membership requires completion of a registration form and a payment of $10.00 dues. This annual fee buys each member invitations to each mtg, opportunities for learning and networking, and lunch at all mtgs except those conducted during the summer. Scott pointed out the various committees listed in the new Apsa brochure and encouraged all members to participate in one or more of these committees.

Historian Ge Chen introduced Rachel Jennings from the Learning Center who has agreed to co-chair the Student Services Professional Development Day. Rachel discussed the need for people to sign up for the various committees that have been established to prepare for this very exciting day. She also invited people to contact her in order to get more information on any of the committees and various ways for people to contribute to make this day a success.

The speakers for the July mtg, Linda Battles and Michael Collins from THECB, were introduced by Ge Chen.

Michael Collins, featured speaker

Michael Collins is the assistant to the commissioner at THECB, the Texas Higher Education Coordinating Board. The Coordinating Board was created in the 1960s to take the politics out of education. The legislature at that time decided to create an entity to provide a state-wide analysis and assist in decision-making with regards to the placement of schools and programs throughout the state. The Coordinating Board is, therefore, a coordinating body, not a regulatory body.

The Coordinating Board has several functions with regards to higher education. They promote access for historically underrepresented groups of individuals. They increase efficiency in the allocation of state resources by eliminating duplication of schools or programs in any given geographical area. They serve as a clearinghouse of higher education information for the State. In this capacity, they are able to provide statistical information on Texas students and schools according to specific requested criteria. Additionally, the THECB serves as an administrator of various state and federal programs including Hinson Hazlewood loans, grants programs, and Perkins workforce funds.

Michael discussed in greater detail the objective of the THECB to increase access to higher education. Their current plan is titled 'Closing the Gaps.'

The Coordinating Board has looked at state demographics and recognized a trend of minority groups shifting to the majority. The current prediction is that by the year 2070, there will be no ethnic majority in the state of Texas. In response to this, the Coordinating Board is striving to close performance gaps in achievement and participation in higher education between the current majority and minority groups. In furtherance of this goal, the Coordinating Board would like to see all public schools develop nationally recognized prograMs While there are billions of federal dollars available for research into higher education, Michael expressed the importance of gaining as much of that research money as possible for the State of Texas.

Linda Battles, featured speaker

Michael introduced Linda Battles, Assistant Director of Governmental Relations at THECB, to discuss some of the most recent legislation designed to help close the gaps. Linda provided everyone with summaries of the various bills and financial aid programs that were addressed in the latest legislative session. She discussed the specifics of many passed bills which will affect the availability of financial aid, tuition and fees, transfer issues, developmental education programs, and admissions requirements. There is a summary of all proposed bills from the recent legislative session available at www.thecb. state.tx.us.

Scott Coyler recognized Debbie Miller from the Office of the Registrar and Gloria Allen from the Division of Housing and Food Services who were both attending Apsa for the first time.
