The following information is provided in response to the Faculty Council resolution dated January 27, 2014 regarding the Implementation of Shared Services Plans on the Campus of The University of Texas at Austin. This information will be periodically updated as new information becomes available. Below is the complete text of the resolution.

RESOLUTION REGARDING IMPLEMENTATION OF SHARED SERVICES PLANS ON THE CAMPUS OF THE UNIVERSITY OF TEXAS AT AUSTIN

On behalf of the Faculty Council Executive Committee, Chair Hillary Hart (distinguished senior lecturer, civil, architectural, and environmental engineering) submitted the following resolution regarding the implementation of Shared Services at The University of Texas at Austin. The Faculty Council will act on the resolution at its meeting on January 27, 2014. Final approval resides with the Faculty Council with formal notification to the president.

RESOLUTION REGARDING IMPLEMENTATION OF SHARED SERVICES PLANS ON THE CAMPUS OF THE UNIVERSITY OF TEXAS AT AUSTIN

Now that the plans for piloting some form of Shared Services in certain units on the campus of The University of Texas at Austin are being readied, the Faculty Council calls on the Shared Services Steering Committee (and Kevin Hegarty as committee chair) to provide true transparency for the process of implementing Shared Services. While we appreciate the Committee’s thoughtful approach, we are nonetheless very concerned about the harsh criticisms levied at the Shared Services models adopted or planned for adoption at other universities, such as the University of Michigan.  That university’s open letter from 1,100 faculty makes serious charges that such a reorganization will reduce faculty productivity and forfeit research funding and that “the process had been shrouded in secrecy and the details kept murky.”

Similarly, the UT Austin Faculty Council has heard from faculty and staff who are concerned that the Shared Services model is not proven to work and that there are no credible data to support the promises of greater efficiencies, quality of service, and job satisfaction. 

While we appreciate Mr. Hegarty’s numerous town meetings and other meetings with large and small groups on campus this fall, and while we remain hopeful that the information gathered will be incorporated into new plans that are kinder to the academic culture, we have some specific requests for greater transparency and robust data collection.  Specifically, we ask him to publish on the Shared Services website and in other appropriate venues the following:

  1. A list of the University units that have volunteered for a pilot.
  2. Regular reports on the process of implementation in these units.
  3. A report on the results of implementation of some form of shared services in the College of Liberal Arts and wherever else such programs exist already.  We assume that those programs that prove to be successful will be retained.
  4. The plan for data collection for the pilots. We suggest these data should include satisfaction levels of all participants in the program, as well as efficiency and cost-saving information. The Faculty Council Executive Committee would be happy to help draft the surveys and other data-collection tools.
  5. A plan for dissemination of the data and lessons learned from the pilots to faculty and staff.

We also ask for the following:1 

  1. A start to dissemination of information by Mr. Hegarty’s office to the faculty by the next Faculty Council Meeting (February 17, 2014).
  2. Information about the status, role and compensation for Accenture.

And, we respectfully request that at least one more non-administrative faculty member be added to the Shared Services Steering Committee.
