"Reforming Civil-Military Relations in Latin America: How Do We Know If Progress is Being Made?"

Scholars have established concepts, standards and measures to assess the quality of democracies, but a parallel effort is lacking in the subfield of civil-military relations. This presentation introduces  a framework for understanding and evaluating what countries have done and need to do to achieve civilian control over their armed forces and greater defense effectiveness. As in democratic theory,  it visualizes a series of stages that countries go through en route to reform, with suggestions as to the timing, sequencing and calibration of policies to assure success.
