David is an Assistant General Counsel for Texas A&M University System practicing in the areas of major litigation and student affairs. Prior to joining A&M in 2013, he was an Assistant Attorney General for the State of Texas for nineteen years. In addition to U.T. Law, his teaching background includes service as faculty for the National Institute for Trial Advocacy, the National Association of Attorneys General, the State Bar of Texas, and the Texas Supreme Court's Permanent Commission for Children, Youth, and Families. His writings have been published in the Texas Bar Journal, Voir Dire quarterly, The Juror Connection and he is a contributing author to the book, Practicing Medicine in the 21st Century, focusing on medical malpractice issues. He sits on the boards of the American Board of Trial Advocates, the Sims Foundation, and the Seedling Foundation. He is a member of the College of the State Bar and the National Association of University and College Attorneys.

David received his undergraduate degree in Journalism from the University of Texas at Austin with High Honors. He received his Juris Doctor from the University of Texas School of Law in 1994. David is board certified in Personal Injury Trial Law by the Texas Board of Legal Specialization. He is a member and National Board Representative for the American Board of Trial Advocates and the College of the State Bar of Texas. He is licensed to practice in the State of Texas and is admitted to practice before the United States Fifth Circuit Court of Appeals, and the United States District Courts of Texas. David serves on the Collaborative Council to the Supreme Court of Texas Permanent Commission on Children, Youth, and Families. He is a member of the Board of Directors for the Mental Health America of Texas, the SIMS Foundation, and the Seedling Foundation where he is Director of- and is participating mentor- for the Foundations Children of the Incarcerated Program. He and Linda Sue have been married for 26 years. Their children are Joshua Nathaniel Halpern, 20 and Katelyn Rose Halpern, 23.
